Recycling and Waste Reduction (Export - Paper & Cardboard) Rules 2023
Paul Jackson, CEO of TasWaste South, submitted feedback regarding the Recycling and Waste Reduction (Export – Paper and Cardboard) Rules 2023. TasWaste South, a joint authority consisting of 12 councils in Southern Tasmania, contracts with Cleanaway Pty Ltd for the processing of recyclable materials, including waste paper and cardboard.
In the submission, TasWaste South expressed support for the increased regulation of waste paper and cardboard exports, noting that it would likely improve the quality of materials supplied to international markets, enhance economic returns, and ensure greater accountability for waste management. He also commended the requirement for export licence holders to maintain a commercial relationship with the waste importers, which promotes responsibility for the final destination and treatment of waste generated in Australia.
However, TasWaste South emphasised the importance of considering industry feedback, particularly as TasWaste South does not operate its own facility. He urged for sufficient lead-time for the implementation of these changes and careful management of licensing and compliance costs to avoid placing undue financial burden on the community.
