Our Board
TasWaste South is governed by a Board. It is responsible for the business and other affairs of TasWaste South, ensuring it acts in accordance with the Rules.
The Board has five Directors. All the Directors are appointed by the TasWaste South Local Government Forum. The Forum includes an appointed member from each of the 12 member councils. The CEO reports to the Chair and Board.
Dr Katrena
Stephenson

CHAIR
Katrena has over 15 years management experience including as CEO of the Local Government Association of Tasmania (LGAT) and Director Environment, Development and Community at Kingborough Council. Before entering the Local Government sector, Dr Stephenson held operational, policy and evaluation roles in a number of Tasmanian State Government departments and in the UK.
Katrena is now undertaking Non-Executive Director and consulting roles. She is graduate of the Australian Institute of Company Directors and addition to her role as Chair of STRWA she is on the Board of Primary Health Tasmania and the Tasmanian Board of the Medical Board of Australia. She is a delegate for the Tasmanian Planning Commission and a member of the AICD’s Tasmanian Divisional Council. Other recent Board experience includes Deputy President Local Government Professionals and member of the MAV Insurances Board.
As the former CEO of LGAT Katrena has been “in the conversation” about a Southern Waste Authority from the beginning. She understands the issues waste poses for local government and has been a strong advocate for reform. Katrena looks forward to continuing to work with member councils and other stakeholders to contribute to a more sustainable future.
David
Reeve
CHIEF MEMBER
REPRESENTATIVE
David has over 30 years experience in Local Government with extensive experience in both the Engineering and Waste fields. David is currently undertaking a role as Director of Engineering Services at Kingborough Council and as part of that role manages not only the engineering functions of Council but is a director and board member of Kingborough Waste Services. David is experienced in managing waste management facilities and has an excellent understanding of the issues facing local government in waste management.
David is keen to explore how waste can be re-purposed into other products, one of the more recent examples being a partnership with Downer to provide a road sealing product that had as an additive waste products such as soft plastics, glass and toner. The product not only diverted waste but also provided a product with an increased life. David brings experience in not only developing waste management strategies and policies but also implementing these and understanding what works and what doesn’t. It is his understanding of the day-to-day challenges and opportunities from a council and community perspective that has made David an ideal candidate for the role of Chief Member Representative on the TasWaste South board.
Mayor Sally
Doyle
DEPUTY CHIEF MEMBER REPRESENTATIVE
Cr Sally Doyle has served on Huon Valley council since 2018 and Mayor since 2022.
Sally comes with an array of skills including having owned and successfully run an excavation business for 27 years. During this time Sally also gained her certificate in Teacher’s Aide. She currently sits as a Director of Destination Southern Tasmania, and was a past Director of Huon Valley Community Bank.
She is very community focused and still contributes to committees in her community.
Sally has developed a passion for the development of waste management for future generations.
Corey
Peterson
DIRECTOR
Corey is the Chief Sustainability Officer at the University of Tasmania, where he has successfully led a wide range of innovations and initiatives to reduce and recycle waste and make sustainability a
core value of the organisation.
Corey brings both waste policy and operational experience to the TasWaste South Board, along with strong governance credentials from membership in various not-for-profit boards. This includes eight years on the University of Tasmania governing Council where he served on both the Audit and Risk Committee and the Built Environment and Infrastructure Committee as well as involved in strategy development at Board level. Corey understands the economic challenges of recycling in southern Tasmania and has views on how these might be mitigated. He has presented to the State Waste Board and other TasWaste South stakeholders on his experience developing and implementing the University’s waste strategies and action plans.
Ernest
Hacker
DIRECTOR
Ernest is an experienced senior manager with strong international experience in manufacturing. Ernest brings manufacturing and international experience to the Board, with a strong understanding of industry as an important stakeholder in TasWaste South. For example, the Boyer Mill produces around 40,000 tonnes of wood waste, 20,000 tonnes of ash and other significant amounts of waste each year. As General Manager a significant part of his role was to ensure proper and efficient disposal of these waste products.
His work at the Albury Newsprint Mill required the reprocessing of 75,000 tonnes of recycled paper into newsprint and this gave him extensive experience in waste logistics and the economics of recycling. Albury’s wastewater stream was used for pine plantation irrigation, the wood from
the plantation used back in the process. Sludge from the paper recycling deinking process was used for soil enhancement.
At the Bruck Mill in Austria, he initiated a waste to energy project burning municipal and industrial waste to produce electrical and steam energy for the mill. Since commissioning this has been a major benefit for the operation due to natural gas supply issues in Europe and reduction of waste to landfill.
